In a word, yes. Everyone has a different level of pain tolerance. What might be too tender for one person, may feel like tickles to another, there's no way to know how you will be affected until you in the process. Each part of your body has a different pain tolerance. This process however, is not a negatively painful experience. Your brain will release endorphins to cope with the "pain" so you'll get a rush from the tattoo process, and you might even like it!
